Data Source and Calculation
When data were run for this measure, raw numbers were used, and it was noted that there was a notable decline in Serious Incident Reports fitting this criteria between FY2013 and FY2014. The Department of Juvenile Justice (DJJ) wanted to ensure that data was not skewed due to the closure of facilities and the decline in the population. Therefore, a proportionality analysis was used. The number of agressive Serious Incident Reports (SIR) for each fiscal year were divided by statewide Average Daily Population (ADP) for each fiscal year.This gave a total of agressive SIRs by ADP. This total was multiplied by 100 to get number of agressive SIRs per 100 residents.
